ABOUT THE DEPARTMENT

The independent professional security service is established in accordance with the legal regulations of the Occupational Safety and Health Act under the name “Department of Integrated Safety Systems” with the head of the Department and two safety experts. The Department employs three level II safety engineers, one of whom is the head of the Department and also a fire safety engineer responsible for the Fire Department. Furthermore, according to the amendment to the Regulation on the organization and structure of positions in Dubrava University Hospital since 2013, four official drivers are employed in the Service. Head of the Department also collaborates with an external security service.

The main task of the Department of Integrated Safety Systems is to supervise and implement general and special protection measures, as well to monitor and align all the legal regulations. Regular training of workers for safe work, documentation review, testing, servicing, and maintenance are carried out in accordance with the Risk Assessment, Fire Hazard and Technological Explosions Assessment, and Waste Management Plan. Since the beginning of the COVID-19 pandemic, the Department of Integrated Safety Systems has also greatly contributed to the organization and structure of the Primary Respiratory Intensive Care Center (PRIC) at Dubrava University Hospital. From the first day, the Department has actively participated in all phases of work organization – from hospital and patients evacuation to PRIC preparation and organization of work.

In order to raise the level of security for our patients, visitors, employees, property, and work processes, a Security Study and an Action Plan for addressing identified weaknesses have been developed. All of the above represent preventive measures aimed at constantly improving the state of security.

OCCUPATIONAL SAFETY

Occupational safety represents a system of rules, measures, and activities whose quality implementation ensures safe working conditions and protection of health at work. It is carried out with the aim of preventing risks and injuries at work, occupational diseases, work-related illnesses, as well as other material and non-material damages at work and related to work. Occupational safety is an integral part of the work process, and the contribution of all individuals involved in that process is of great importance. The Risk assessment of Dubrava University Hospital is the most important document regulating the area of occupational safety and it is located on the internal hospital website, thus being available to all the workers at any time.

FIRE PROTECTION

The fire protection system entails: a fire protection plan, prescribing measures for the fire protection of buildings, organizing fire protection entities, implementing fire protection measures, financing fire protection, as well as training and authorizing individuals to perform fire protection tasks with the aim of protecting lives, health, and safety of people, as well as the security of material assets, the environment, and nature from fires, while maintaining a socially and economically acceptable fire risk. The Assessment of fire and technological explosion vulnerability at Dubrava University Hospital is the most important document regulating the area of fire protection and it is located on the internal hospital website, thus being available to all the workers at any time.

ENVIRONMENTAL PROTECTION

There is a strong awareness of the need for environmental protection in healthcare facilities. The complexity and danger of medical waste generated in healthcare facilities require sophisticated waste management both within and outside the facility. Healthcare facilities are significant producers of hazardous waste, which, due to the high risk of infection, forms one of the most dangerous categories among hazardous waste. Improper handling and disposal of medical waste can have serious public health consequences and a significant impact on the environment. The Waste management plan of Dubrava University Hospital is the most important document regulating the area of environmental protection and has been submitted to the competent authorities of the city of Zagreb.
