The Department of Public Procurement, Investments and EU Projects of the Dubrava University Hospital was founded in 1995. Today it has 16 employees and is divided into the following divisions:

  1. Division for Planning, Preparation and Implementation of Public Procurement Procedures
  2. Division for Planning, Preparation and Implementation of Simple Procurement Procedures
  3. Division for Conclusion, Management and Implementation of Contracts and Framework Agreements
  4. Division for Planning, Preparation and Implementation of EU Projects
  5. Division for Logistics and Operations Management, Tracking of Purchase Orders and Warehouse Activities

Dubrava University Hospital, as a contracting authority, obliged to apply the Public Procurement Act and regulations issued on the basis of this Act and acts in accordance with this Act it in all public procurement procedures, while for actions not subject to the Public Procurement Act, it follows the instructions of the General Act as an official document of the Dubrava University Hospital.

The Public Procurement Act regulates the common conditions, rules and procedures for the public procurement of goods, works and services on the basis of the principles of free movement of goods, freedom of establishment and freedom to provide services, as well as the principles arising therefrom, such as the principle of market competition, the principle of equal treatment, the principle of non- discrimination, the principle of mutual recognition, the principle of proportionality and the principle of transparency.

The Department of Public Procurement, Investments and EU Projects  has the task of drawing up a plan for the procurement of goods, works and services to ensure the regular operation of the Dubrava University Hospital within the annual budget and to monitor their implementation.

In accordance with the Public Procurement Act, the Department of Public Procurement, Investments and EU Projects conducts an analysis of the potential market and holds preliminary talks with interested economic entities on the market in order to conclude Contracts and Framework Agreements for the public procurement of goods, works and services. The Department evaluates public tenders according to the criterion of the most economically advantageous offer. It carries out the evaluation process of the tenders received and then publicly announces the selection decision. By applying legal the remedies and after the expiry of the legal deadlines, it sends notifications on the award of the Contract or Framework Agreements to the Register of Contracts or Framework agreements in the Electronic Public Procurement Classifieds portal of the Republic of Croatia (EOJN RH).

The Department of Public Procurement, Investments and EU Projects of the Dubrava University Hospital is obliged to publicly announce all public procurement procedures in the Official Gazette via the Electronic Public Procurement Classifieds portal of the Republic of Croatia.

Following all appeals received for a specific public procurement procedure, the Department of Public Procurement, Investments and EU Projects on behalf of the Dubrava University Hospital, as a party to the appeal procedure, proves the existence of facts and circumstances on the basis of which it made decisions on rights, took or omitted actions and carried out procedures that are the subject of the appeal procedure.

The Department of Public Procurement, Investments and EU Projects actively monitors all decisions and practices of the the State Commission for the Supervision of Public Procurement Procedure and the judgments of the High Administrative Court of the Republic of Croatia.

On the basis of the Decision on the mandatory implementation of joint procurements through central public procurement bodies for institutions founded by the Republic of Croatia and for healthcare institutions whose founding rights have been transferred to the Republic of Croatia in order to  conclude Framework agreements for certain categories of public procurement, the Ministry of Health has authorized the Dubrava University Hospital to conduct 5 categories of joint procurements that will be carried out by the Department of Public Procurement, Investments and EU Projects of the Dubrava University Hospital for 62 healthcare institutions in the Republic of Croatia.
